Brief profile: 
Masengesho Kamuzinzi is a professor of public policy and strategy. With regard to leadership positition, Kamuzinzi is currently the Dean of the school of social studies and governance, College of Arts and Social Sciences,e University of Rwanda. He holds a PhD in strategic planning applied to African educational systems obtained on September 4, 2007 at the Catholic University of Louvain in Belgium with Great Distinction. In his Researches that have now expanded to other areas of public Policies including Gacaca, Imihigo, policies on Gender Based violence and promotion of social cohesion in the aftermath of Genocide against the Tutsi, Kamuzinzi discusses how models of public policy mainly those developed in the West are reinterpreted by local actors and progressively “indigenized” in order to adapt them to African contexts. This contextualist approach proved to be a fruitful theoretical orientation that helped him to connect existing theories s in public policy to the real world, mainly the African world. His current research interest on how Rwanda traditional philosophy of public engagement through Imihigo is “re-contextualized” in order to increase efficacy, efficiency, and accountability in public policy implementation in Rwanda is a live illustration of such orientation. Apart from academic engagement, Professor Kamuzinzi is also active in service to communities affected by mass violence caused by the genocide against the Tutsis in Rwanda and political turmoil in order countries of the Great Lacs Region. At international level, professor Kamuzinzi is an active member of the World Mediation Forum where he actually holds a leadership position as the Secretary of its board.
