Brief profile:
Ismael Buchanan holds a PhD in Political Science Majoring in International Relations from Malaysia. In 2024, Dr. Ismael completed his Post-doctorate in Artificial Intelligence and Diplomacy from Washington University and Universite de Genève. He has taught Social Sciences related courses for Undergraduate, Master, and Doctorate programs at different Universities in Rwanda and in other part of the globe. He has been a lead researcher in several International Research projects and has provided expertise to various International Organizations, Governments and Private corporations. He also taught at the Rwanda Defence Force Command and Staff College (RDFCSC) and Police Senior Command and Staff Courses at National Police College. Dr. Ismael has published several books and articles in the fields of international relations, Geopolitics, Artificial Intelligence and Diplomacy and International security. Currently, Dr. Ismael is Founder and CEO of Rwanda Institute of International Affairs and Senior Lecturer at University of Rwanda. He also provides independent policy advice to different Foreign Embassies stationed in Rwanda.
