"Dr. Theogene Rizinde is a Lecturer at the University of Rwanda (UR) with over 15 years of experience in academia, research, and consultancy. He has served as Head of the Applied Statistics Department at UR for four years and has led numerous impactful research projects. Since 2018 to date2025, Theogene Rizinde is a consultant in Rwanda Association of Local Government Authorities (RALGA). Currently in 2025, he is the Principal Investigator for a project funded by LEARN Logistics gGmbH ( Germany), which focuses on using machine learning and metaheuristic algorithms to strengthen horticulture supply chains under extreme climate conditions in two districts of Rwanda. Simultaneously, he is leading a REMA-funded project which is about developing ecosystem-based adaptation strategies to climate change in Kirehe and Musanze districts of Rwanda. Furthermore, Dr. Rizinde is heading ongoing study aims to enhance vaccine supply chain management across the East African Community, with a specific focus on Rwanda, through the application of artificial intelligence techniques to improve efficiency, forecasting accuracy, and health system responsiveness. The research contributions of Dr. Theogene are diverse. In 2020, Dr. Rizinde led a big study on COVID-19 transmission in Rwanda using the SIR model and in 2024 He co-investigated a long-term study on immunity to Hepatitis B post-infant vaccination. His other notable projects that he led to completion, include classification and predication of heart failure in Rwanda using machine learning algorithm. More so, He conducted a study about forms of injustice and strategies for prevention in Rwanda funded by the European Union and USAID. In 2023, he assessed male engagement in family planning, and then he supervised the impact of ICT/AI on justice access in Rwanda. As an expert in data science, machine learning, and AI, Theogene’s work spans the application of Artificial Intelligence in health, agriculture, supply chain, and climate and environment adaptation. He holds certifications in Modern Statistics and Machine Learning from Imperial College London in collaboration with AIMS-Rwanda and in Big Data analytics and visualization from African Engineering and Technology Network (AFRETEC). A PhD holder in Data Science option of Biostatistics, Theogene is an author of numerous journal articles and book chapters, advancing both his field and academic landscape in Rwanda. "
