"Mr. Philbert MUSANGANYA holds a Master of Arts in French (Western University of Western Ontario, 2009) and a Bachelor of Arts in Sciences of Language (National University of Rwanda, 2005). He has a working experience of more than 10 years in the area of Rwandan cultural heritage (2005-2017) and six years in the Rwandan Local Government (2027-2022). He joined the University of Rwanda in January 2023. "
