Philothere is a senior lecturer at the University of Rwanda-College of Education. He holds a PhD in Economics of Education and Educational Planning. He has a wide teaching, research and publication experience in his field of expertise. His areas of research include: Educational planning, educational equity, internal efficiency, public-private partnership in education, human rights education, and teacher education.
